Establishes the "Missouri Free School Meals Program" to provide free breakfasts and lunches to all students.

The Missouri Free School Meals Program reimburses schools for providing free breakfasts and lunches to all students. Schools participating in the program must offer up to two federally reimbursable meals per day, with a maximum of one free breakfast and one free lunch. The Department of Elementary and Secondary Education provides state aid for each meal served, up to the federal reimbursement rate. Schools must meet certain criteria to participate, including having a student percentage at or above the federal threshold for free meals.
