Requires the state auditor to conduct performance audits every four years on state departments and entities.

Requires the state auditor to conduct performance audits for economy and efficiency every four years on each state department, the general assembly, the judiciary, and executive branch departments and offices. Requires the audited entity to post the audit results on its website within 30 days. Requires the state auditor to submit the results to the general assembly. Entities that fail to participate in the audits are subject to suit for declaratory judgment and injunctive relief by the attorney general.
