Modifies provisions governing civics instruction in schools. Requires elementary and secondary American history courses to include details of the racial equality movement. Requires students to pass an examination on American civics to graduate. Permits school districts to waive the examination for students with disabilities. Exempts foreign exchange students from the examination. The examination shall consist of one hundred questions similar to those used by the United States Citizenship and Immigration Services.
