Establishes the Missouri Motion Picture Rebate Incentive Program to provide rebates to qualified motion picture production companies.

The bill establishes the Missouri Motion Picture Rebate Incentive Program, which provides rebates to qualified motion picture production companies. The program allows for rebates of up to 30% of qualifying expenses, with a cap of $35 million per fiscal year. Qualifying expenses include goods and services leased or purchased from Missouri vendors, lodging, catering, set construction, compensation and wages, and post-production services. Rebates are considered state government expenditures, not tax credits.
