Allows electrical corporations to charge for services based on costs of certain construction work in progress.

Missouri HB2122 allows electrical corporations to charge for services based on the costs of construction work in progress. The bill permits the inclusion of construction work in progress for new clean baseload generating plants in rate base. The commission determines the amount of construction work in progress that may be included in rate base, limited by the estimated cost of the project and project expenditures made within the estimated construction period. The bill also includes provisions for refunds and interest if construction costs are found to be imprudently incurred.
