Establishes recall procedures for city and village officials in Missouri.

HB 2053 amends Missouri law to allow qualified voters to recall certain city and village officials. For cities of the third and fourth classifications, officials can be recalled if they have held office for at least six months. Recall petitions must be signed by at least 25% of registered voters eligible to vote for the official's successor. Authorized reasons for recall include misconduct in office, incompetence, or failure to perform duties. Recalled officials cannot run in the special election to fill the vacancy or be appointed to the position within 60 days of the petition signatures.
