Missouri HB1992 establishes the offense of unlawful tracking of a motor vehicle. It prohibits the installation, concealment, or placement of an electronic tracking device on a vehicle without the consent of all owners, except in certain circumstances. These include tracking by a legally authorized representative for monitoring a minor child, participation in a voluntary usage-based insurance program, law enforcement investigations, and tracking by vehicle rental companies or lienholders for managing or locating vehicles.
