Missouri HB1984 modifies the offense of keeping a dangerous dog by changing the penalties for dog attacks. A dog that bites without provocation is now a misdemeanor, unless it causes serious injury or death, in which case it is a felony. The dog is seized and destroyed if it bites again or if the owner does not appeal. The owner can appeal the destruction, but must pay for the dog's care during the appeal.
