Missouri HB1972 requires the general assembly to approve proposed administrative rules before they become effective.

Missouri HB1972 mandates that no rule or portion of a rule promulgated under Chapter 536 can become effective until approved by the general assembly. The filing agency must submit proposed rules to the joint committee on administrative rules, which can suspend rules estimating costs over $250,000. If the general assembly does not approve a rule, it becomes null and void. The secretary of state cannot publish the order of rulemaking until the general assembly approves it.
