HB1801 changes the criteria for a "qualified student" in the Missouri Empowerment Scholarship Accounts Program. A qualified student is now defined as an elementary or secondary school student who is a Missouri resident, not an illegal alien, and either has an approved individualized education program (IEP) under the Individuals with Disabilities Education Act (IDEA) or comes from a household with an annual income not exceeding three hundred percent of the income standard for free and reduced-price lunches. This bill aims to expand eligibility for the scholarship program.
