Establishes a Soil Erosion Control Fund to provide loans to homeowners' associations for erosion control projects.

Missouri HB1734 creates the Soil Erosion Control Fund to provide loans to homeowners' associations for erosion control projects. The fund will receive appropriations, gifts, grants, and loan repayments. Eligible projects include adding or restoring natural flood capacity, restoring natural culverts, bank stabilization using natural means, and other projects deemed eligible by the department. Ineligible projects include lining drainage-ways with impermeable surfaces and deploying impermeable surfaces throughout a creek, stream, or waterway.
