Missouri HB1728 modifies the appointment process for city-county library boards in St. Charles County. Effective January 1, 2027, the mayors of the four most populous cities in the county will appoint four members to the library board. The mayor of the most populous city will fill the first vacant term, the second-most populous city the second, the third-most populous city the third, and the fourth-most populous city the fourth. Subsequent appointments will follow the same order.
