Allows certain nonapportioned motor vehicles to be permanently registered in Missouri.

This bill amends Missouri law to allow nonapportioned motor vehicles to be permanently registered upon payment of seven times the annual registration fees and presentation of required documentation. The permanent registration plates and fees are nontransferable and nonrefundable, except under specific provisions. The Department of Revenue can issue distinctive registration tabs for permanently registered vehicles and may create rules for implementation. The bill specifies that the registration fees include those for vehicle registration and emblem use authorization.
