The bill amends Senate Rule 65 to provide for the removal of members of the Rules Committee. A Senator representing a congressional district on the Rules Committee may be removed at any time by a caucus vote of at least three-fourths of the Senators from his respective congressional district. The Rules Committee consists of the President, the President Pro Tempore, and four additional Senators, each from different congressional districts.
