Mississippi SB3410 allows the City of Brandon and West Rankin Utility Authority to enter into agreements with data center developers or operators for water and wastewater infrastructure. These agreements can last up to 30 years with options to renew. The developer or operator must reimburse the city and authority for construction costs on a progress payment basis. The agreements may include provisions for assigning the agreement, guaranteeing water supply volumes and wastewater treatment capacity, and establishing rates and charges.
