The bill creates the Mississippi Energy Infrastructure Fund to support energy infrastructure projects. The Mississippi Development Authority will administer the fund, establish policy and guidelines, and submit annual reports to the Governor. The fund will provide grants, loans, or other financial assistance to local entities for approved projects. An electric utility provider is not eligible to receive direct funding. The authority will also promulgate rules and regulations for the fund's implementation.
