Mississippi SB2609 amends the state code to specify that for tuition purposes, the residence of a student under 21 years old is determined by their parent or guardian's residence. This applies to university and community college students in Mississippi. The law also requires that the parent, guardian, or student must be a U.S. citizen or lawfully present in the U.S. to qualify for in-state tuition. This change does not affect residency for voter registration or voting. The act takes effect from July 1, 2026.
