Mississippi SB2099 requires public schools to adopt policies banning or restricting cell phone use by students during class or under school supervision. Schools must send these policies to the State Department of Education by January 1, 2027. Exceptions are allowed for emergencies, medical necessity, or individualized education programs. Noncompliant schools face daily funding deductions starting January 1, 2027. Suspension or expulsion cannot be based solely on cell phone policy violations, except as a last resort.
