Mississippi HC23 proposes an amendment to the Mississippi Constitution of 1890 to automatically restore voting rights to qualified electors convicted of voter fraud, bribery, theft, arson, obtaining money or goods under false pretense, perjury, forgery, embezzlement, or bigamy, once they have satisfied all sentencing requirements. This change excludes those convicted of murder or rape. The amendment also repeals Section 253, which allowed the legislature to restore voting rights by a two-thirds vote. The proposed changes would be voted on as one amendment in the November 2026 election.
