Mississippi HB991 amends Section 63-21-18 of the Mississippi Code to permit used motor vehicle parts dealers and scrap metal processors to utilize a third-party vendor registration system as an alternative to the automated statewide motor vehicle registration system administered by the Department of Revenue. Counties with existing computer systems can use them to communicate title/registration data to the department. If a county fails to comply, the department withholds homestead exemption reimbursement monies until compliance is achieved.
