Mississippi HB713 amends the MS Budget Transparency and Simplification Act to exclude the Public Utilities Staff from being funded by appropriations from the State General Fund. Instead, the expenses of the Public Utilities Staff will be covered by a tax on utilities, credited to the Public Utilities Staff Regulation Fund. This change takes effect from July 1, 2026.
