Establishes the Mississippi Hospital Recovery Trust Program to provide grants to public hospitals at high financial risk.

The bill creates the Mississippi Hospital Recovery Trust Program within the Department of Finance and Administration. It establishes a special fund, the Mississippi Hospital Recovery Trust Fund, to provide grants to public hospitals facing high financial risk. Priority for larger grants is given to hospitals at immediate risk of closing and whose survival is critical to their communities. The Department must approve and distribute grants within five business days of receiving a completed application.
