Mississippi HB677 establishes that the Governor or state agency executive director shall not return any federal funds to the federal government as long as there is a demonstrable need for those funds in the program or purpose for which the funds were provided. If the Governor or state agency executive director determines that the program or purpose could be better administered by nonprofit entities or other nongovernmental entities, the funds may be transferred to such entities, provided it is allowed by federal law and regulations. The act takes effect from July 1, 2026.
