Reestablishes the Health Care Trust Fund and transfers $1 billion into it.

Mississippi House Bill 663 reestablishes the Health Care Trust Fund, into which all tobacco settlement payments will be deposited. The bill mandates that the fund remain inviolate and never be expended except as provided by law. It also establishes the Health Care Expendable Fund, into which the average annual amount of the dividends from the Health Care Trust Fund will be transferred. The bill directs the State Treasurer to transfer $1 billion from the Capital Expense Fund to the Health Care Trust Fund on July 1, 2026.
