The bill establishes the Mississippi Health Information Exchange to provide real-time bidirectional patient admission, discharge, and transfer data. It mandates that licensed hospitals and community mental health centers connect to the exchange. The exchange will be developed and administered by a designated entity selected through a competitive bid process. Participants can retrieve data only for patients or insureds with whom they have a treatment, payment, or health care operations relationship. The exchange will be exempt from the Mississippi Public Records Act.
