Jackson County authorized to create public improvement district and levy retail assessment.

The bill authorizes Jackson County to establish a public improvement district with the power to levy a retail assessment. The assessment, up to 1%, would be imposed on gross proceeds of sales and services within the district. The district can use the proceeds for project costs, including debt service. An election must be held before imposing the assessment, and it can only remain in effect if approved by a majority of voters. The district can contract for collection and must maintain separate accounting and annual audits.
