Mississippi House Bill 4160 restores the right of suffrage to Herman Howard of Hinds County, Mississippi. Howard was previously disqualified as an elector due to his conviction for Embezzlement in Madison County, Mississippi, for which he served five years under the supervision of the Mississippi Department of Corrections. He was released on February 12, 2014, and has since been a law-abiding citizen. This act takes effect immediately upon passage.
