Establishes the right for disabled veterans to appeal in forma pauperis in specific cases.

The bill allows disabled veterans to appeal in forma pauperis in cases where a judgment creditor seeks to collect a debt from funds derived from their disability benefits. It also permits disabled veterans who have been allowed to proceed in forma pauperis in the trial court to do the same on appeal. The trial court must certify compliance with these provisions and provide reasons if the motion is denied. The act takes effect from July 1, 2026.
