Mississippi HB319, the Fresh Start Act of 2019, revises state law to restrict what information licensing authorities can require from applicants. Licensing authorities cannot demand disclosure of arrests not followed by conviction, sealed, annulled, dismissed, expunged, pardoned, overturned, or vacated convictions, nonviolent misdemeanors, or convictions older than three years for which the individual was not incarcerated.
