Mississippi HB31 amends Section 45-35-7 of the Mississippi Code of 1972 to allow permanently disabled persons who are residents of nursing homes or assisted living facilities to receive a permanent state identification card without charge of a fee. This card would remain valid indefinitely unless the person moves out of the facility. The bill also includes provisions for the issuance of identification cards to other eligible individuals, such as those with medical conditions or those who are registered with the Selective Service System. The act would take effect from July 1, 2026.
