The bill establishes the Early Commitment to College Program to motivate students in middle and high school to prepare for college. Schools and districts with an "F" accountability rating must be designated as College Opportunity Zones and offer students in sixth through ninth grades the opportunity to sign a "Save Me a Spot in College" pledge. The pledge includes commitments to meet graduation requirements, enroll in college, and complete college preparatory coursework.
