Mississippi HB1459 amends Section 63-33-1 of the Mississippi Code of 1972 to prohibit drivers in the far-left lane of multi-lane highways or interstates from using hand-held mobile telephones. The prohibition does not apply to voice-operated or hands-free devices, emergency responders, emergency communications, or compliant commercial operations. A violation is a civil infraction with a penalty of $25 until July 1, 2016, and $100 thereafter. The Department of Public Safety must maintain records of citations, including demographic data and incident details.
