Amends Minnesota Statutes to prohibit municipalities from enacting, amending, or enforcing ordinances that eliminate or terminate lawful property uses by amortization, with exceptions for adults-only businesses and nonconforming industrial uses in environmental justice areas. This section is effective the day following final enactment.
