Adds small businesses owned by LGBTQ+ individuals to the list of targeted group businesses for state procurement in Minnesota.

The bill amends Minnesota Statutes to include small businesses owned by lesbian, gay, bisexual, transgender, intersex, queer, or other nonbinary gender or sexual identification people in the list of targeted group businesses for state procurement. This change aims to address statistical disparities in purchasing from these businesses and to remedy discrimination against owners based on race, gender, or disability. The commissioner of administration will periodically designate these businesses, which will not be subject to rulemaking procedures.
