The bill establishes a process for selecting delegates to a constitutional convention in Minnesota. Four delegates will be appointed by the senate majority leader, the senate minority leader, the speaker of the house, and the minority leader of the house of representatives. A fifth delegate will be appointed unanimously by these four authorities. If a fifth delegate cannot be chosen unanimously, the state will send four delegates instead. Each appointing authority may also appoint an alternate delegate.
