The bill modifies the state grant program appropriations for higher education in Minnesota. It repeals certain sections of the Minnesota Statutes related to the state grant program and adds a new appropriation subdivision. If the appropriated amount is more than sufficient to fund the grant demand, the office may increase the living and miscellaneous expense allowance. If the amount is insufficient, awards must be reduced by adding a surcharge to the applicant's assigned family responsibility and a percentage increase in the applicant's assigned student responsibility.
