The commissioner of human services will use a competitive request for proposal process to identify projects and applicants. At least 40 percent of the bond proceeds must go to projects in greater Minnesota. The commissioner can issue bonds for up to 21 years. The bonds can be invested and reinvested in authorized investments. The proceeds are appropriated for grants to eligible applicants and for debt service on the bonds.
