Allows counties to opt out of enforcing laws conflicting with federal constitution or law.
Establishes the CIVIL Act, allowing a county to designate itself as a constitutional county by resolution. A constitutional county may choose not to allocate funds, employees, property, or other resources to enforce laws, rules, or regulations that conflict with the federal constitution or federal law. The chief clerical officer must file the resolution with the secretary of state. This section becomes effective the day after final enactment.
