The bill establishes survivor support special license plates in Minnesota. The commissioner must issue these plates to eligible applicants who pay a fee and contribute to the crime victims account. Contributions are not refunded and cannot be transferred to another vehicle unless a $5 fee is paid. The commissioner must maintain records of issued plates and adopt a design in consultation with relevant groups. Effective January 1, 2027.
