Minnesota SF4479 allows counties to create an agricultural priority land list for parcels with high crop productivity index ratings or improved farmland. Counties must notify private owners 90 days before submitting the list to the Minnesota Public Utilities Commission. Owners can opt-out of the list. The commission cannot issue site permits for large electric power generating plants on these lands unless the county consents. The law takes effect January 1, 2027.
