Establishes an extended foster care services grant program for youth transitioning out of foster care.

The bill establishes an extended foster care services grant program to provide financial support and case management services to eligible youth aged 21 to 27 who were in foster care at 14 or older. The program includes stipends for basic living expenses, case management, budgeting and employment training, literacy assistance, savings account help, housing navigation, and transition planning. Grantees must be community-based providers with expertise in serving transition-age youth and must meet performance metrics and training standards.
