Minnesota SF4275 requires the Environmental Quality Board to amend state rules, mandating an environmental impact statement for the construction of an animal feedlot facility with a capacity of 10,000 or more animal units. This applies to both new facilities and expansions of existing ones. The commissioner can use a good-cause exemption to adopt these rules. The changes take effect the day after final enactment and apply to applications submitted on or after that date.
