Adds Tribal governments as eligible recipients of Metropolitan Council grant programs.

The bill amends Minnesota Statutes to include Tribal governments as eligible recipients of certain Metropolitan Council grant programs. It modifies the definition of "development authority" to include Tribal governments and Tribal development entities. The Metropolitan Council must establish a grant program to provide grants to cities, counties, townships, Tribal governments, and implementing agencies for removing and planting shade trees, replacing trees lost to forest pests, and establishing a more diverse community forest.
