The bill repeals a contingent reduction in special education aid appropriations in Minnesota. It removes the requirement for the commissioner of management and budget to assume a $250,000,000 reduction in special education aid appropriations for the biennium beginning July 1, 2027, and each subsequent biennium until a budget for the Department of Education is enacted. The commissioner of education must now reduce the cross subsidy aid factor if the net savings from enacted provisions are less than $250,000,000. This change takes effect July 1, 2026.
