Appropriates $5,000,000 from the bond proceeds fund to the Public Facilities Authority for a grant to the city of Dayton. The grant will be used to acquire real property or interests in real property and to predesign, design, and construct a wellhead treatment facility. The facility aims to reduce high levels of manganese and iron in municipal drinking water for Dayton residents. The commissioner of management and budget is authorized to sell and issue state bonds up to $5,000,000 to provide the appropriated money.
