The bill modifies disciplinary dismissals for students in early learning programs by prohibiting expulsions and suspensions unless there is an ongoing serious safety threat to the child or others and after nonexclusionary discipline has been exhausted. Nonexclusionary discipline must include collaborating with the pupil's family or guardian, creating a support plan, or providing a referral for needed support services. Expulsions and exclusions may only be used in serious safety threat circumstances. This change applies to preschool or prekindergarten programs and kindergarten through grade 3.
