Nonexclusionary discipline must include collaborating with the pupil's family or guardian, creating a support plan, or providing a referral for needed support services. Expulsions and exclusions may only be used in serious safety threat circumstances. This change applies to preschool or prekindergarten programs and kindergarten through grade 3.
