Modifies the Mary C. Murphy Library Construction Grants Program to increase grant amounts and authorize bond issuance.

This bill modifies the Mary C. Murphy Library Construction Grants Program by increasing the maximum grant amount to $2,000,000 or 50 percent of approved costs, whichever is less. It also authorizes the commissioner of management and budget to sell and issue state bonds up to $10,000,000 to fund the grants. Public library jurisdictions must match the grant with local nonstate funds. This change is effective for grants awarded after June 30, 2026.
