Establishes a cause of action for civil rights violations under color of law and regulates state and local collaboration agreements with federal law.

This bill creates a legal cause of action for individuals whose civil rights have been violated under color of law. It allows for damages, injunctions, and reasonable attorney fees and costs for prevailing plaintiffs. The bill also mandates that state or local law enforcement agencies cannot collaborate with federal agencies unless the federal agencies agree to abide by the United States and Minnesota Constitutions and allow their officers to be held liable for any violations. The bill is effective from the day following final enactment.
