The bill establishes the Family Medical Account (FMA) service delivery model for medical assistance enrollees. The commissioner of human services must establish the FMA service delivery model, placing eligible enrollees on it starting January 1, 2027. The FMA service delivery model provides enrollees with medical assistance benefits, enrollment counseling, and access to negotiated provider payment rates. Enrollees must use an FMA debit card to pay medical expense service fees. The commissioner must contribute a yearly contribution amount into the FMA debit account of each enrollee.
