Minnesota SF3124 amends the hospital surcharge to redirect it to the health care access fund. Effective October 1, 1992, Minnesota hospitals, excluding federal Indian Health Service facilities and regional treatment centers, must pay a surcharge of 1.4 percent of net patient revenues, excluding Medicare revenues, to the fund. Effective July 1, 1994, this surcharge increases to 1.56 percent. The surcharge is not an allowable cost for rate setting under sections 256.9685 to 256.9695.
